As I've previously stated, I no longer try to "convince" people. More and more trained observers are braving it out and speaking truth to power- it's easy to let out endless guffaws at the elderly suburban female who saw a UFO... not so much when it's: a military officer, a commercial or military pilot, a radar operator, an astronaut, an astrophysicist...
One day, even photo bloggers who happen to be astro-physicists will not be able to deny the obvious...

Speaking of the Geipan I recently stumbled upon this document (dated from 1999) which is publicly available at their website.

Note that CNES-GEIPAN is a public French organization. Though no spectacular announcement have ever been made on the topic it is said that France has the more open policy on the UFO topic.
The document itself is a kind of report, including list of the most striking unexplained cases with executive summary (see p86) to the attn of the French authorities. Its conclusion is rather positive about the extraterrestrial origin of some UFO observations.
The author: General Bernard Norlain has been chief commander of Fr Air France during at teh time of 1st War Gulf and is an important figure of Defense strategic issues in France. He has collaborated with the highest levels of French Government.
I am not versed in UFO-logy myself, but thought it could interest you. Though it's in FR language of course.
